Log On Screen not applying

No matter which Welcome Screen I apply I revert to the original one. I've read that a few people are having a same problem.

I have the Welcome Screen and Fast User switching switched on and I'm not part of a domain and never have been.

Could it have something to do with me using XP 64bit?
