I'll have to second Eyes of the Universe. It's just plain handy for locating all those wayward enemy fleets, not to mention that it effectively turns every ship into a maxed scout. Close behind it, at least for the DL campaign, would be the Galactic Privateer because it really helps the cash flow, plus it's funny to watch the Dread Lords muck about trying to blow up invincible freighters.
Damn, and I was going to say the eyes. The preTA MCC is huge for my DA and DL games. For TA that's a toughie and the eye's may pull back into the lead, slightly above the SCC

I am probably the only player on earth who hasn't ever built the eyes of the universe. There just always seem to be higher research priorities in my games (this is probably a hole in my play). I'm going with the Galactic Bazaar (+50% to percieved trade value) or the Galactic Showcase (+25% to diplomacy). In my favorite play style, those are close to make or break. If I get those and the Diplomatic Translators (trade good, so not an option in this discussion), winning is quite easy. If not, it's quite a bit tougher.

It's one of those things i really enjoy having , but I don't usually research it till I can go through the sensor techs(well II -IV, 1 is done early) basically in one turn so I don't get it real early.
Part of the difference in our valuation of the Eyes is probably the size maps we prefer. I tend to like small-large with medium being most common, whereas I believe you prefer the largest possible map size (better score potential).
Same here, still have to build my first Eyes but then I typically play on tiny - small mostly.
I value Tir-Quan a lot since it brings an additional boost for invading planets on top of all the techs. I yet have to build MCC in TA since it has been fixed but for some civilizations I wouldn't rate this as the highest priority (especially when facing AI races with much higher influence than my own).
I agree with DethAdder than the SCC is awesome regardless of whether it is a galactic achievement or not, I really hate it if my civilization doesn't have it in its tech tree ![]()
In short, my vote is still undecided because I haven't thoroughly tried all galactic achievements yet in TA, at least I think I might be missing a few.
but have you never played bigger maps? usually when you get things running it's no problem to spend a few turns on the sensor techs...
No doubt about it, Eyes of the Universe. I invest heavily into sensor research very early to make sure I get this pretty promptly. Tir-Quan training is my second favorite, followed by the speed improvement achievements.
TA MCC here. At least, on dense maps. Next fave would probably be Harmony Crystals. That's the one that puts my economy in the black.
I don't care much for the Eyes. If I get Galactic Guidebook, I can spam a bunch of Tiny survey ships that have the same sensor range, for a whopping 25bc apiece. I station those guys all over the place as sentinels, and they can also quick grab anomalies that spawn up. I can also slap on a free survey module/sensor wherever I have the free space--and 80% of my ships do have free space. I see some improvement with the Eyes, but it's certainly no game-winner like the MCC. Actually, I'll take the GGB over the Eyes.
I'm not sure if I've ever built the GGB. I just build additional survey vessels. In the old days anonolies didn't regenerate so the GGB was useless.
The diplomacy and value enhancing achievements don't get built often either. I'm not sure why, just that I don't get around to it and don't want to give up tiles. I guess by the time i can spare the research time to get the techs there noting left that the AI has that i want. What I mean is that the only techs the AI has that I don't are in weapons and logistics and they won't trade those for anything anyway. I only get to the spin control cener later game too. When i don't really need it effect to keep out of wars.
What i do like is the Training center since more troops left over after a battle is a higher population for the planet. And its easy to hold off an invasion.
The No-charge invasion center, or whatever its called, is nice too, really saves some BC by the time the game is done.
My favorite is the Omega Research Center.
I've also come to value the Spin Control Center (it's a super project though). I received a PreCursor Ranger, and parking it on a planet with SCC increased my military might tremendously.

To my knowledge, the MCC only affects planets flipping to you, not planets flipping from you-nor to anyone else, for that matter.
....I can't say I've ever tested that. I am 99% sure Sole Soul is right, though.
Eyes and the new MCC would be my top picks. RoE would be a pretty close third, but that's due mainly to my play style. Then there's a bunch of stuff that, while worthwhile on its own, is worth building simply to keep out of the AI's hands. Most trade goods fall into that category.
Galactic Achievements:
The Restaurant of Eternity for the 20% influence bonus would be #1.
Next would be the Galactic Showcase for the 25% diplo bonus.
