Does Espionage do anything other then give me reports? For example, is it possible to steal techs?

Espionage can counter Destabilization, as well as either reduce or negate the effects of some cataclysmic random events.

I don't have positive proof on counter destabilization, but there are text strings found in "English.str" that suggest this possibility.

Yes, it is possible to steal techs once you reach the highest level of espionage against that race.

Hi!
What's the highest espionage level? I'v reached ADVANCED, still poring a lot of money into, but without a success, not a single technology stolen. Poorly spent money :/

I think that Advanced is the highest.  Does the race that you spend the espionage on have a lot more techs than you, or are you about even? It's a lot more likely to happen if they are superior to you technologically.

In past games I took the lead, so that may explain why I didn't see anything happen even at advanced levels of espionage.

In my current game I've upped the intelligence levels of the computer players and I'm behind technologically, so I'll pump up the espionage and see what happens.
