The starbase so far look good.

I think that all upgrade sharing the same slots is somewhat strange because why build starbase for population tax when you can instead colonization another planet?

The tech requirement for the vasari starbase is one less lab than the other. Plus you can build the jarun migrator and build lot of starbase this way. What happened to the 5x more expensive than capital ships? My worry about vasari is that they can spam starbase slightly easier.

I think starbase still need bit more work but otherwise the weapon platform *not starbase* technology look great.
