How does the game calculate research from a planet

Can't get it to add up

I have a planet with four Research labs, two of them on 100% bonus tiles. This adds up to 36 points. Yet I only get 17 research points from the planet.

Why is that? How does this work?

You sliders for allocating resources aren't at 100% research.  Back in the window that has the tax slider, reduce the military and social sliders to 0% and make sure the slider under the tax slider is at 100%.  With it like this, you'll get 100% of what you'd expect from the research facilities.  Note, if you do this, you're factories won't be very good at building things.

The mil/soc/res sliders effectively are devoting that % of your workforce to those parts.
