If I build something like the restaurant of eternity on an influence bonus tile, does that enhance the civ-wide bonus to influence that the building gives? Does it give any sort of bonus if not?
In a word, NO. If a building creates a civ-wide bonus, it will not be affected by bonus tiles. Only buildings that affect a single planet receive tile bonuses. In addition, some single-planet buildings do not benefit: tech capitol, manufacturing capitol, research coordination, power plants, etc.
On a research or manufacturing tile, only buildings that generate production get a bonus, not buildings that increase production by x%. Farm tiles are the same way.
For influence and morale, all you have are buildings with +x%, so these will get bonuses, provided they affect only the planet they are on. Your political capitol can benefit from either bonus. The restaurant and any trade goods will not benefit.
