I try "regsvr32 /i shell32.dll" but it doesn't work.

I get this same error also. I just installed it on my windows xp system and the program starts same as you can see in the screen shot above, but that's all I can get out of it. If I try to apply any of the dreams it gives the error you see above.
I'm not a 'techie' so I can't help that way, but may I suggest you submit a request (open a ticket) for help to StarDock Tech Support.
Be sure to include the System Info from the WindowBlinds Configuration System information tab.
I'm sorry I don't know enough to help you.
