Newb Logistics Question

I'm playing Twilight of Anor and I'm in the game pretty far and all the sudden my Logistics drop to 0 and I can't create any fleets. I can't figure out why. My next research item for Logistics is Ulimate logistics. How do I fix this problem?

You've been hit by the Plague, which reduces all of your abilities to zero. Research Plague Cure in your tech tree (it's after Xeno Biology somewhere) to fix this.

If you don't want this to occur in future games, you may wany to consider turning off Mega Events.
