My terror star wont move... why?

I have built two of the bests now... just added the death beams...

 

however after 5 turns of completion they still have a movement of 0/0...

 

what gives and what am i doing wrong?

it will take 5 constructors to build the Terror Star; and then another 10 turns for it to activate.

If however, at the end of those ten turns, its still not activating, check to make sure that you haven't been hit with the Plague virus
