What to do with low production planets

Is the AI smart as far as this goes, or is it just sloppy?

It's always bugged me that more often than not, a lot of the AI's planets are idle.  (and all the while I'm slamming them with transports)

I've always thought this was a bug, in that most human players always have planets building something.  My economy/research planets for example are usually building constructors or transports.  Once I get too many, then I just make my top of the line medium to keep them busy.

Anyway, now I'm wondering if leaving these planets idle actually frees up money to go to your production centers.  Does it?  Does the money in parens on an idle planet get wasted, or does it just not get spent,.  Does it allow more money to go where you need it?

Any income not spent on one planet simply goes into your net income which then can be spent elsewhere so, no the money isn't wasted, however when you have idle production/research buildings you still pay for maintenance on the buildings so that much *is* wasted. So if you find yourself leaving planets idle for long periods of time it's better to overbuild the industry/research with stockmarkets on those kinds of planets.

Yeah, in my games I normally set it up so that the smaller planets are Economy centers, feeding into my bigger planets which are specialized Research/Production planets.  If I have an overflow of cash I'll buy techs from the AI, or send them into a war, or whatever.  There's always a place for extra money - not so for production not being sent somewhere.

I do not put starports on most of my planets.  If it only has 5 or less tiles, it is one factory and rest research.  Making ships can get expensive, I do not make more than I need.

I wanna see how this new governor setup works - I find I switch stuff over a lot, based on changing factors in the game - get a radioactive/minor world in enemy space, set it up to spam influence mercilessly, later move it over to something for which it's better suited after I've flipped some neighboring worlds - {G}.

Hopefully I'll be able to just switch governors now, and the system will take care of the rest - {G}.
