It's something you research. For each race it's at a different tier on the research tree.

TEC - Worm Hole Navigation

Advent - Worm Hole Passage

Vasari - Worm Hole Stabilization


All you had to do was take a closer look at your research trees !!!!!!!!!!!!!! (enough exclamation marks for ya?  ;p )
