Map editor and minor races : bug?!1?!

Hi,

There seem to be a bug with the map editor: whenever I create a custom map, whatever the size, I can only have one minor race although I have selected "8 minor races". This is really strange.

I plying the game, I also have noticed that there are references to other minor races : "X are paying tributes to the Drengin Empire to maintain peace", althought by entering cheat code "Ctrl + U", I can verify that there is only one minor race...

Does anybody know a way to go around this bug? I'm pretty sure that this must be a programming bug, so...
