Unlimited Starbases?

In the newest version of TA, I seem to be able to build an unlimited number of starbases without paying cash for them regardless of what my logistics skill is at.

I have to pay for them, but the number you can have before you start paying seems to have increased. IIRC in my current game I had to start paying on the 8th or 9th with a logistics ability of 16.

Whenever I go to build a starbase, the dialog that opens which tells how many starbases you already have and what your logistics level is, it always seems to think I only have one starbase no matter how many I REALLY have.

The number of free starbases scales up with the size of the galaxy you're playing. Also, AFAIK, mining starbases don't count. However, that doesn't explain your seeing that dialog having only one starbase no matter how many you really have.
