Can't reinstall, stuck with what I think is the beta

So, Impulse is telling me I need to uninstall, right? Fair enough.

It subsequently tells me that I'm missing my uninstall file or something and that I need to use add/remove programs. Fine, I say, even though I'm a little nervous that it might kill my save file too.

But GalCivII doesn't show up in add/remove programs. None of it does.

What do I do?

Did you install it with SDC before Impulse's release? If so, you should use SDC to remove it.
