Registration Number

I never received it in the mail and I cannot download the game because of it. How can this be corrected?

Did you buy using paypal?  They take a bit longer to process?
Check your spam/junk mail filter so make sure the mail is not there.

Lastly, click on the ? in the upper right of Impulse and choose "look up serial #".

I purchased the game over the Political Machine website using a debit card. However, the e-mail that supposed to have the registration code only says "Serial Number : Impulse Build:" where the code is supposed to be.

How can I fix that?

In impulse in the upper right, click on the ? and select "look up serial #"
See if that doesn't send you the correct key.

If what ZubaZ says about requesting the serial number does not help, please send an e-mail to support@stardock.com.  They should be able to help you.
