TA 1.95: Arceans trash-talk me, but we have no contact

Title says most of it. The game is on a gigantic map and the Arceans are somewhere (I manually chose my nine opponents). I've been playing since DL came out, and I'm pretty sure this is the first time I've had diplo messages (two so far) from a civ that I can't view in the Diplomacy dialog.

Are they mentioning something about a tech they are working on? I know they now randomly announce what they are doing tech-wise. Some trash talk goes into them.

Yes, it was tech-related trash talk. But how can they brag if we have no contact? The techs mentioned were not some sort of "Universal Communications Network."

I guess what I'm saying is that this announcement seems like it ought to be formatted like the Galctic Achievement notices. It seems wrong to have a civ avatar appear when you have no direct contact with the civ.
