Ship building tutorial at options screen?

I am curious...when your first start up the game, how come there is not a button you can clic, at the options screen for a "ship building tutorial". It would be a very nice feature, that you could just start up and practice putting ships together...without having to be playing the game. No real need to have a save function built in...just be nice to be able to do this before you started playing...would help us new to the game. Could also be good to play around with ship design like this, if you have no time to really play a game ATM.
If there is something like this already, that I am unaware of...my apologies up front !
