Dark Avatar AI Bug (Potentially)

I've been playing Dark Avatar on Painful (8 races, medium, normal tech, common everything) and I've noticed something odd about the AI. They have a tendency (especially on special planet atmospheres) to build power plants before they build factories. Even if they would get more industrial from a factory, they still build power plants.

This isn't a bug, just poor decision making by the AI. It does a much better job in TA.
