Resolution doubles when game starts

When I start the game, the screen resolution doubles to the right and off the Moniter.  When I go to Screen Resolution in Menu, it only gives me one option in Screen Resolution, and it doesnt help my problem.  I tried to go through the program files to change the setting manualy, but it says I have to have a specific program.... help!

The user.setting file is just plain text, you can open it with notepad.
