Sure would be cool if there was a place to research all of the new buildings and technologies that are not in the Galactopedia...

The Galactopedia has a setting that allows you to choose which version of the game it reads the files from. Make sure that you have it set to TA.

also the gacltopedia doesnt have an option for TotA expansion...

Actually it does. The latest version anyway. I myself am personally using it right now to look at the supposedly unavailable entries mentioned in the OP.
