AFAIC, not really... since, the game options/settings only allow for a random figure about these & all their actual homeworlds are also distributed by hit_miss luck.
Although an indirect way could do this.
Create a tiny map with an EXACT number of available stars (named); say, 10 Majors (including the player's custom) plus the usual maximum of 8 Minors.
Only 18 stars altogether! Nothing else to colonize for anybody except for the localized planets if properly defined right there... and yet, after the Majors receive their pre-set Homeworlds, what remains MUST be distributed amongst the Minors (at random, once more!).
Kind of a boring game, while setting it would enforce a 10M/8m schema though.
