global governor settings possible?

quick question (for DL):

In the Colony Screen I may change the settings for auto-upgrading factories, labs, ... and also auto-terraforming.
Is there a way to change this globally?  (Haven't found anything in the settings...)

Uhh - bad news... ...Don't want to change this for nearly every single colony in my current game.

So I think about skipping researching 'Industrial Sector' and eradicating Yor and Iconians right away... ;)
