Pirates and Bounty

When bounty is being placed on a team, why is it that the values will go down before the "bidding war" is decided?  Also, is there some pattern as to how long after the countdown reaches 0 before the pirates select who they attack and there are several times when I feel I did not get my money worth, is there a way to prolong the attack on the other player?

Some of the players' ships could be under attack during the bidding--bounty is awarded to anyone who destroys a player's units and structures, not just the pirates.

The gap between 0 and raid launch is random. The random range be modded, but there's no way to control it in-game.
