How do I stop the blight of industrial sector?

Hiya.

I'm playing on a large galaxy and have hideous numbers of planets. I made the mistake of researching industrial sector(for the starbase upgrades, really I should probably have stopped after advanced factories) and now everything is autoupgrading, which is bad for me since I am fighting a war and need big scary ships tout suite. Damn Thalans.

I manually canceled the upgrades, which took forever... and the next turn.... THEY WERE BACK!!! (screaming)

Now some would argue that the later industrial techs should be more cost-effective.

I would settle for a way to turn off autoupgrades. I went though options and governors very carefully, and couldn't find a way to do it.

Is there a way and could someone share it with me? This is pretty much a game killing phenomenon.. how do others deal with it?

I tried to forum search, but got no results at all, which implies I'm doing it wrong, but further attempts have hit the wait 30 seconds barrier, which does not appear to decay.

Go to the planet screen, click the Details button, then click the Governor button. This allows you to turn off auto-upgrades for that planet. Now repeat dozens and dozens of times for all your colonies!

AFAIK, there's no way to do this across the board.

If you want to concentrate on building ships why not just set Social spending to zero? That will put all factory points towards building ships and then you can upgrade your factories later when things calm down. Easier than cancelling all the auto upgrades. Or if your concern is about the maintenance costs, you could just reduce your production spending as maintenance increases.

You can also demolish some older factories if you simply want to get the same amount of industry in fewer tiles.

Since he posted to the ToA forum, I think it's safe for us to assume that's what he's playing. If this was the strategy forum, I one would need to specify.
