Re-Sizing Pictures software

Wondering if someone could steer me in the right direction that will allow me do to this tasc and someother graphic functions and that is not too costly, free would be great

For basic resizing a good option (Not really for skinning) but for basic resizing like posting pics etc......and if your on XP(boy that is a lot of if's I guess)WWW Linkhalf way down the page on the right called image resizer.exe .It will allow resizing as a right click option!
