Any guide on how to use the tech tree editor?

I'm simply unable to use the tech tree editor, i was expecting to see a list of every single tech and then changing costs,effects,tech requirements and so on, my problem is: I simply don't how to access that list of techs, everything appears greyed out.

Any hint on how to access to Laser IV tech for example in the editor?

Suggestion for phaseII (not that there would be):

ability to interact with the techs via the graphical tech map. Move things around, add arrows, concatenate, add new techs, delete techs, etc.
