Boot in safe mode (tap F8 while booting).
Run Bootskin and set the bootskin to the default
reboot.

well im on my laptop now but it wouldnt let me do anything at all. it wouldnt let me originally press any of the keys to go into bios. the dell screen would pop up to load bios and freeze at like 95% it stayed there like that til i shut it down and restarted it then did the same thing but i shut it down again and just kept pressing f2 to get into setup and it loaded

Best to be aware that bootskin will not work on all computers due to the MANY differences, ....and is also unsupported. If it doesnt work on your [XP] rig, follow the instructions above [to re-set & remove it], and move on. ;)

Bootskin doesn't start until after Windows starts.  It can not affect your BIOS at all

As soon as (or if psychic, right before) you see the Windows logo hit F8 to enter safe mode.
