Icon Packager 3.99
Cannot use with limited account

H, so I install the new update (IP 3.99) and lo and behold, there is no longer an icon packager icon in the control panel running under a limited account.
It was fine before 3.99
So, in other words, icons will only change under an acocunt with admin rights thus far.
My icon packages did move to the all users folder though.
Any ideas on what can be done? I may just go back to the older version.
