Is it possible to remove buildings ?

- to regain logistic/tactics points. For example when I need to switch planet from defence policy to research/trade

Alt+H scuttles your units and buildings (and refunds a portion of the resources). It's also the striped orange button below the unit portrait ;)

Just note that you need to maintain the given number of labs if you want to keep building researched units/buildings. So if a heavy cruiser hull needs 5 labs, you need to keep 5 labs across your empire to keep building it.
