Auto placing structures

Lately whenever I play a game, it doesn't let me choose where I want to place structrures around the planet/asteroid, it just places them where ever it seems to feel is a good place at the time. Any help would be appreciated and I'll be happy to forward any other info needed to determine the issue.

There is a box to the left of the build icons, it allows you to enable/disable auto place.
