Taskbar "memory" problem

Now, I'm not sure if this is a WB problem or a Windows problem, so please correct me if it's a Windows issue.  If it is, I apologize for taking space here.

Whenever I restart or boot my laptop, my active/inactive programs in the taskbar (the ones near the clock and volume) change every single time.  I always have to right click, Properties, Customize, and change the ones I want to show or hide.  It's extremely annoying because it always shows the things I do not want shown and always hides my network connection status. (I hate that)  Again.. sorry if this is not a WB, but it didn't start happening until after I downloaded WB.
