Galaxy Forge Won't work

I just got the game a few days ago. I was starting to wish I could have some better maps to my liking and then I discovered Galaxy Forge. I just downloaded it and I extract the files but when I try to run it, I get an error that says:
The application failed to initialize properly (0xc0000135). Click OK to terminate the application.
I have deleted it, reinstalled it many times and there really isn't much to this file so I don't understand why it won't work. I downloaded the new 1.03 patch before I tried downloading this. Could that be the problem? Will it just not run at all with the new patch version? Anyone have any idea why I get this error?
If that is the case, are they going to update it or fix it?
