Fleet Size

What does fleet size mean I select large and I still get only 16 captial ships?

I noticed that too Large has 16 Max Caps and 2,000 max Supply same if you set it to Medium and Small. I am missing something or is this a bug? I really hope I'm just missing something as it's kind of a hard thing to miss.

Small = -25% of what it says
Medium = default
Large = 25%

Well I did search typed in fleet size did not find anything except this post also tried a few other searches and did not find anything so if there was another post about it sorry for posting in this one.
