Possible to mod the UI?

I was wondering if there was a way to modify the User Interface.
I absolutely hate the sluggish, buggy default UI and how it responds to triggers. On top of all the bugs, there are so many minor annoyances. Like if event music is disabled and background music is enabled, background music still stops when event music would normally play.
Anyone know?
