Possible artifacts bug

It seems that the vast majority of the time that I "discover something interesting" at a planet through exploration, nothing ever shows up in my artifacts tech tree.  Ive played a number of games now and Ive only had one artifact show up in my tech tree even though Ive "found something" quite a few times.  Is this a bug or a "feature"?

You might be confusing with with "Another empire has discovered a powerful artifact.." message, which you get when AIs/players find them and they show up on your galaxy map.

It's always worked correctly when you find them for your empire. Additionally, not everything that gives a "You found.." message is an artifact, the majority of them are "hidden" planet bonuses that you also find through exploration upgrades.

when it says "discovered something interesting" you have in fact NOT found a artifact, but a planetary bonus. In one of the 3/4 big boxes on the bottom left corner of the screen you will see a bright picture of a planet and a star or something (you may need to hold your cursor over the box for the picture to display), now click it and then press the space bar and it will focus on that planet. Hold you cursor over the planet to open the info tab and at the bottom of the tab it will list the planetary bonus.
