Help with slowdown

I have a quad core at 2.4  and 3 gigs of ram with a 8500 gt and I slow down and framerates drop in alot of games is that because of the graphics card?  Sorry if its a stupid question dont know too much about computers and would like some input before i dish out money for a 8800gt

Very possibly. The 8500 is towards the bottom end of the 8000 series, and is not really well suited for demanding games.
