Making Ctrl+Shift+1 Work

According to the hotkey card that came with the CE, Ctrl+Shift+ a number removes the targeted ship(s) from that group number.   It's not on the menu of things that can be changed by hotkey.  Is anyone getting this to work? 

I changed some hotkeys in the first game, and I think it may have worked.  Doesn't since then. 

If the hotkey card is not lying, how do you get this function reset?  Resetting all bindings doesn't do it.

I would love a hotkey that let us remove ALL group affiliations from a ship or set of ships to allow reassignment, but having to cycle through CTRLSHIFT and 0 to 9 is a workaround (if it works).
