Photo editing programs

A quick question for those of you involved in the creation of things like Window skins and icons, etc...

What programs do you recommend for editing and creating the images you use in your packages? I used Photoplus 6 as a freeware program for a long time and was quite happy with its capabilities being that I was doing simple photo editing but having turned to Vista, that is no longer an option as the two are not compatable.

So, what are your likes along these lines?

Any program will work so long as it can save files in the typical file types like .png and .jpeg. Whatever you are most comfortable with will work. I myself use photoshop and I am currently learning Corel Draw.
