Working out the Economy

OK, time to share my math and see what others have got. I have been trying to figure out the early economy based on info on the forums and in the manual, and 15 turns of data for half a dozen planets. (I am particularly interested in very low pop planets at this point - trying to improve my income for different sized landing parties.)
1. Income from PQ is 1 per unit of PQ over 14 (so a PQ 20 is 6)
2. Income from Population is millions/110
3. Planetary income = PQ income + pop income
Then add the modifiers:
4. Gross In = Planetary Income * (1 + Economic Multiplier) * Tax Rate
5. It looks like they round up after each operation, which is nice.
In case it helps, my formula is =CEILING(CEILING(CEILING(BCforPQ+CEILING(Pop/110,1),1)*(1+EcoMult),1)*(TaxRate),1)
When I put this stuff together, the answers are all wrong. But if I fiddle with the Income from PQ, it all comes good - 5 for a 15, 8 for a 16, 12 for a 17, and then +1 per (so a PQ 21 is worth 16). This gives me very close to the figures I observed... - but is Income from PQ the thing I should fiddle, or have I missed something?
An additional suprising outcome from the observations: at very low populations (under 200 mil), with morale constant at 100%, growth rates vary between 5 and 10% for different PQ planets, with the random factor overwhelming any greater pop growth from the PQ. When does the PQ benefit kick in?
My Hypothesis: which doesn't really depend on the numbers at all, but is me thinking more clearly - people will bring in income at the same rate regardless of which planet they are on (PQ and POP add, they don't multiply), so population location should be based more on maxing population growth - those little PQ15s should get as few pop as possible for them to survive.
