Cultural Victory, how does it work?

What are the conditions for achieving cultural victory? How do you know when you are getting close?

I though I'd meet the conditions for cultural victory, but it seems that I haven't.

The manual says that you need to have cultural dominance of 7/8 of the sectors for a cultural victory. I played with a small galaxy (25 sectors) and 23 of the sectors we my color which I assumed meant I had cultural dominance in those sectors, however, I'm not seeing anything about victory. The Current Victory Status display showed 95% for cultural victory, then went to "12 mts". I'm not sure what "mts" means. What's the deal???

I'm still having problems with the cultural victory. I think I'm hitting a bug.

Once I get cultural dominance of 90% of the sectors the Current Victory Status display shows "12 mts". However, the 12 mts does not change as the months passed. Each month it just keeps saying "12 mts". I played for several years maintaining cultural dominance of 90% of the sectors each month, and the victory status never changes, and I never achieved victory. Finally, after 4 years, there was a pop up screen where the robot told me I only had to maintain cultural dominance for 2 more years and my cultural dominance would become permanent. (I guess that means I would finaly win.) I saved the game, then came back, and the colors of the sectors had changed. I now had cultural dominance of less than 20% of the sectors. The only thing I did was save the game, then restore that saved game, and I went from having 90% of the sectors to about 20% of the sectors.

So, I guess this is a bug. Unfortunately, this is the second game where the cultural victory didn't seem to work. (The mts doesn't count down, and I can never win.) Has anyone else been able to win a cultural victory? Should I just give up and try for another victory path?

Is there anyway I can help you track down this bug? (I have version 1.01 with the bonus pack installed.)

when you were at 12mts to win, did you continue increasing your influence with starbase-cultural points?
the AI's meanwhile could also be building such.
Also if you have a sector shared with another AI, check the influence of the stars by single clicking the star - top right.

I built three star bases with culture enhancements in a single turn to achieve dominance of 90% of the cultural sectors. After that I was then able to maintain cultural dominance in all those sectors for several years without interruption. The color of the sectors stayed blue. I did check the influece report by clicking the star on the top right to verify that I had cultural dominance. I also kept checking the victory status report. It stayed at 12 mts until I did loose a couple of sectors a few years later, at which point it changed to 92%.

Some more information:
I was playing a small map, and controlled all but two sectors. All the aliens sere set to intelligent.

I had a 70% culture bonus based on the Pacifist Party (20%), maxing out my ability bonus (40%), and having built the Galactic Exhibition (10%).

In the closest sector I was only 3 culture points ahead of the nearest alien. However, I watched that sector closely by clicking on the culture start in the top right and the culture points did not change at all during the first few years. This surprised me since I had expected that alien to do something to counter my influence.

I have a guess as to what might be part of the problem.

With such a large influence bonus (60 or 70 %) it seems that your cultural dominance propagates to sectors that are more than two sectors from any planet, base or ship of the dominating power. In the game described above, I dominated several empty sector even though I don't have any ships, planets or star bases in those empty sectors or adjacent sectors. The guide explains that cultural dominance is determined based on what planets and star bases are in that sector, and the 8 adjacent sectors. However, when the influence bonus is so high, it seems that the cultural dominance propagates much further than adjacent sectors.

Is it supposed to work that way? If not, maybe it is a bug that is causing it to report a cultural victory in "12 mts", but then does not actually count down the months, or allow me to win in 12 months.

Its easy really, If you have some planet in one sector, you will increase your influence there, thus the influence in an adjactent sector rises too, which in turn rises influence in sectores adjactet to that one. But its only a small amount of the "originating" sector each time, so it gets less and less the further it goes. So if everyone else is also far a way, or has a bad influence rating, then you will get the sector...

I once had sectors ont the OTHER side of the Drengins, because they where so bad in influence compared to me :)
