Another dumb question by me: How does your VP choice affect the running?

Sorry if this has been answered. I read the manual, but maybe too quickly and couldn't find it.

Does your running mate (vice president selection) adjust all of your own stats?

It seems to replace your lower stats with their higher stats, or at least adjust them up.

Its an enormous factor in elections as I was just shown by Frogboy. If you choose your VP correctly, you can have near max stats.
