Please Help: Resource Problem

I've only been playing galciv for about a week, and managed to get in three or four full games on small and tiny galaxies. However in my last game, I seem to have this problem of "no resources". All my class 24 planets, roughly 10 of them, produce no social or military shields for some reason, and I cannot construct anything. I'm not in debt, and I'm very close to culutural victory (five or so turns). I have alocated proper funds for Social and Military spending and my Technologist party controls the senate in my Republican Goverment. I do have a vast military (for the time of my game, about 20 or so BattleHammers) or so. I'm also at war with the Drengin Empire but they are technologically and militarly far behind. I'm way ahead of everyone. I'm just wondering what causes this, and how to fix it. If i have ommited any important info, please ask me and I will reply.

What is your government slider set to?

note: you can't get a cultural victory as long as you are at war with another race.

My government is Republic, and I can sign a peace treaty anytime i want wit hthe drenngin and win the game within 5 turns (already have). Was just curious why on every single one of my planets, military and social shields totally dissapeared. I mean none, i couldnt build one social or military project (said no resources). I could .zip the save game up and upload it somewhere and link, and maybe you could take a look then.

Ok, I checked it out again. And I conclude I'm a BIG RETARD hehe...

I had my Government Expenditures set to 0% (don't know how that happened!)
