What is the maximum Espionage level that can be reached, at which I can reduce my spending to 0?

Advanced at 1800bc. However, funding put into espionage will slowly degrade over time...

i found a bug:

If u pump like 2000bc into espionage, it will say: low intiligence reached

but if u goto the stats screen, u'll have access to everything that advanced would have :)

the game should check for this and display the ADVANCED reached screen
