How to post on Gal Civ 2?

Sorry folks ... I know this isn't the proper place to post this question ... er ... but as you can see I can't very well put this on the right board. How do I post in the Gal Civ 2 Forums? Do I have to be a beta tester? Everytime I try to make a new post it says 'you are not authorized for this operation'
