I have yet to see this option for myself after I have researched it. What am I doing wrong?

You have to have 'close' relations with the empire you seek alliance with. Give them gifts.

And make sure they get a lot of income from trading with you...

Actually thats the way to get them into a 'close' relationship (there might be other ways I dont know of though)

Wining and dining will help you reach a 'close' relationship. Its in the 'hot date' patch Brad released today.

Never go too far on the first date with a Drengin.
