peen properly zipped. Could you refresh it?

Rename the file extension to .rar
That worked for me

Is this the only way to get a Precursor? I've been given notices that the AI has gotten it a number of times, but I've never gotten it. Even though I took a point in luck.

.rar is a compresion algorithm similar to .zip. You can download the 'trial' version and use it almost indefinetly (until something you want to uncompress uses a higher version of winrar, then you must down load the latest 'trial' version).
