Demanding Tribute?

Hi. I'm wondering if there is any way to demand resources from other player/AI controlled guys. I read the manual, went thorugh tutorial, searched forums and found nothing. it would be kinda weird if all we can do is 'give' metal, money, or chrystals. so is there a way to demand those things from teh AI or other players?

A lot of people demand tribute from other players, but its not set up with the AI.

This is basically one of the ideas I'm planning on suggesting for future improvements. I want to be able to demand planets, ships, resources, war & peace and other - you get the idea.
