Not in the beta, though there is a user-made unofficial manual stickied in the forums.

There is a manul for retail, but in beta you only have the tutorials, the infocards, and these forums. There are a lot of people here who can answer almost any question about beta 4 there is.

Edit: Oh, and the sticky I just saw Kryo point out :)
