tab key steals focus

every time the tab key is pressed, one of the bars steals focus from other programs

I am running the arileen theme. In this there is the Taskbar and Systray bar. I've found that when I press the tab key, to hop around from one field to the next, such as in this create new post page for this forum, this particular bar steels the focus. I don't want this to happen. I've looked around in the theme editor and in the general objectbar options and cannot find any reference to the tab key.

How can I disable this?

I cannot replicate this. . . maybe someone else can.

If you do a search on this board, you will find one other person, maybe more, that has had this problem.

This really limits functionality and is a royal pain. I would really like if someone could figure out how to fix this or a usable workaround.
