Population Growth and Morale

How are population growth bonuses due to morale applied? Are they based on your civilization's overall morale, or are they applied to each planet based on that planet's morale? Also, does the super breeder ability work the same way?

Per planet. As for Super Breeder, only at 100% does that kick in, also per planet.

Planet-based, due to planetary approval.

0-20% - 10% of population 'quits' your government each week, i.e, stops paying taxes.
21-29% - Population doesn't grow, planet at risk of rebellion.
30%-40% - Population doesn't grow.
41%-75% - Population grows normally(according to a formula on the Wiki).
76%-99% - Population grows with a 25% bonus.
100% - Population grows with a 100% bonus.
100% Super Breeder - Population grows with a 200% bonus.

also on a related note, that once your population hits certain thresholds on a planet it is next to impossible to have a high morale no matter how many morale resources, buildings, or ability points you have. This ceiling is at roughly 20-22 billion. After that point, it becomes cost prohibitive.
